CANEPA'E LEAK RESPONSE PLAN
In the event of monitor alarm triggered by leak: detection equipment, which includes
report spills, leaks, dispenser damage by cars or alarm. Trained contractors and
mechanics will be dispatched from a contractor list provided by Canepa's Carwash. The
Following should be performed by contract mechanic:
1. Ver*there is liquid in the annular space and determine if the liquid is hydrocarbon
or water.
a. If investigation verifies that there is product in the annular space, Dispatch will
immediately make arrangements to pump the annular space dry. Pumping of product
or water will only be handled by a Canepa's approved contractor, product or water
removed will be appropriately manifested, hauled by a licensed transporter, and
disposed of at an approved site licensed to accept the material.
b. The Mechanic or Contractor will attempt to determine if the product has come from
the primary tank or some other sources.
c. If it is obvious(without doing a precision test)that the product has come from the
primary tank,Dispatch will immediately arrange fora tank pump out and
repair/replace activities will begin. In the case of repair, the Tank Test coordinator
will handle repair arrangements and precision testing. If replacement is required, the
appropriate zone Engineer will handle the project.
the product in the annular space is at entering the tank from the outer shell,
repair/replacement activities wifl take place as not in 'V'above.
e. If it is determined that the liquid in the annular space is water and there are no
product losses from the primary tank and no indication of additional water entering
the tank, the Tank Test Coordinator will arrange fora precision to of the annular
space. Based on the results, repair/replacement activities will take place as not in
c
f If the Maintenance Mechanic or Contractor is unable to determine how the liquid
entered the secondary containment, the Tank Test Coordinator will immediately have
the appropriate precision tests conducted.
g. If it is determined at any time during the process that there has been a release(defined
as product leaking from the primary tank to the annular space or water entering the
annular space from the back fill), a leak report will be prepared and forwarded to the
Marketing Assistant-Compliance. The MA-compliance is responsible for reporting to
all regulatory agencies as required. In addition, the Tank Test Coordinator will
prepare and forward a Fiberglass failure report.
