NW Tank Li & InVection. InC. AST and UST Inspections. Linings and Repair
L L
i
P.O. Box 61847 Vancouver, WA 98666 Office 360-253-3619 Fax 360-253-2898
Tank #17, Diesel: After the UST was opened, cleaned out and safely entered, the interior striker
plates were observed under the fill and monitoring ports as required by EPA. Inspection of the interior
shell found no damage, cracks or thin spots. UT readings were taken on a one-foot grid. Approval to
line was given by San Joaquin County and Iry Reifenberg, P.E. with Foothill Engineering. Lining
thickness readings were taken and were between 95-125 mils throughout the shell and over 200+ mils
in areas on the bottom with an overall thickness of+125 mils as required by EPA. A Barcol Hardness
test was conducted to determine the hardness of the epoxy lining material and was well above 80. Our
sponge tester was used to locate any pinholes or holidays in the lining material and none were
detected.
After inspection of liner, the tanks were found to be in good condition and appear to be free of any
cracks, damage or de-laminations at the time of this inspection. The man-way lids were bolted on the
entry point of the UST.
Photographs were taken to show the work in progress, the overall condition of the tank and lining
material, locations of interior openings and tank equipment.
Based on the test performed, the lining system of the UST appears to be in good condition. The prior
UST upgrade by installation of the epoxy lining material has met the State and Federal EPA's
requirements for 40 CFR§ 280.21 "Upgrading of existing UST systems"(b) (1) and in § 280.33 "Repairs
allowed"; National Leak Prevention Association Standard 631 "Entry, Cleaning, Interior Inspection,
Repair, and Lining Underground Storage Tanks"; API Standard 1631 "Interior Lining and Periodic
Inspection of Underground Storage Tanks".
The owner of the UST should confirm with State, local or other implementing agency on the requirements
for periodic lining inspections. TLI recommends an interior lining inspection within five (5) years from
the date of this report. If applicable, the cathodic protection system should be maintained by a state
licensed Cathodic Protection technician. UST system owners and operators must maintain records that
demonstrate compliance with the requirements set forth, and be made available for inspection, by the
implementing agency.
We at TLI appreciate the opportunity to help your company and your clients with the ever-challenging
regulatory compliance requirements.
Sincerely,
J.
