In this case the contractor Wilkey's Construction has informed me that concrete will be broken <br />next to the UDC and over product piping. In this situation, our office requires a permit which includes an <br />inspection by one of the county COPA inspectors to witness the secondary containment testing of the <br />product piping after the upgrade is complete. Routine secondary containment testing done every three <br />years does not require a permit from our office. The current permit fee is $375. Since the post-test is <br />essentially an abbreviated SB -989 test and these tests have not required a permit in the past, <br />would you please tell me why a permit is required in this instance? Does this represent a change in <br />policy by your office regarding all SB -989 testing?
