Approximately 1/4 inches of liquid was observed in the all the STP sump top surface. STP sump
water intrusion cause is likely to be water condensation per technicians. Approximately 49 gallons was
observed in the 87 Fill sump, 40.5 gallon observed in the 89 Fill sump and 7 gallon observed in the 91
Fill sump. The 87 and 89 Fill sumps are missing the view port gasket to prevent water intrusions. If water
could enter into the secondary containment by precipitation or infiltration, it must be removed and
disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title
22 hazardous waste regulations, and manage it accordingly. Ensure that the sump is maintained free
of liquid. Submit a statement or supporting documentation of how the missing gaskets for the 87 and 89
view port gaskets will be replaced.
- Corrected on site. Technicians pumped out all liquids from the STP and Fill sumps and placed into a
properly labeled hazardous waste drum. Two 55 gallon drums and one 15 gallon drum all nearly full of
liquid. Waste can be stored on site for up to six months of start accumulation date. Contact a hazardous
waste hauler to remove waste to an authorized hazardous waste facility.
Submit to SJC EHD within 30 days (09/22/11):
1. one copy of the completed "Return to Compliance Certification" form
2. a written statement/ supporting documentation ie. work order of how to prevent future water intrusions
into the sumps.
Notes:
- Next secondary containment tri -annual testing due by 08/2013.
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANX TME AT EHD'S CURRENT HOURLY RATE.
EHD Insp
Received By:--_ /Title:
r
EHD 23-02-003 Rev 07/12/11 V l l CONTINUATION FORM
