Center St. <br />Manteca, CA on March 13, 1989 <br />Dear Mr. Fvila, <br />Subsequent to our phone conversation on March 13, 1989, please <br />find enclosed our application, fee, test results and work plan to <br />investigate the cause of the failed tank test on CONTEL's <br />generator tank. <br />The test data indicates no apparent vapor problems in the tank. <br />We suspect possible plumbing problems and propose to do the <br />following: <br />WORK PLAN <br />1) Excavate the top of the tank on the centerline to expose all <br />fittings and bungs. <br />) Isolate all lines from the tank. <br />3)Re-test and verify any visual problems on tank top. <br />4) Hydraulic liquid test all buried lines. <br />5) Analyze all line and tank test data with conclusive results. <br />6) Implement a remedial plan of action if necessary after <br />retest. <br />7) Soil sample and analysis if required. <br />We appreciate your timely review and response to this application <br />and workplan.
