1 -% <br />October 26, 2007 <br />Inspector Muni Naidu <br />San Joaquin County Environmental Health Department <br />304 East Weber Street, 3rd Floor <br />Stockton, CA 95202 <br />Subject: Verizon Manteca CO Compliance Documents <br />Inspector Naidu, <br />I have compliance confirmations on the items you wrote up during your October <br />1, 2007 regulatory inspection of Manteca CO at 430 W. Center Street in <br />Manteca, CA. Please see how each of the items is in compliance below: <br />Item #4: Addressed on-site by making a copy of the on-site financial <br />responsibility statement. <br />Item #5 and #6: 1 have provided/enclosed copies of updated monitoring and <br />response plans for your review and approval. Approved plans will be posted at <br />the site. <br />Item #7: The State Water Resources Control Board has indicated that California <br />Code of Regulations, Chapter 16, Section 2636 (f) (6) requires monitoring system <br />daily logging for only underground pressurized piping to "satisfy the automatic <br />line leak detector requirement". Since underground pressurized piping is not <br />used at the site, the daily logging requirement does not apply to this site. I have <br />attached the e-mail from Scott Bacon at the State Water Resources Control <br />Board confirming this. <br />Item #23: As agreed last year, employees at the site were trained as Designated <br />Employees last year (November 6, 2006) by the Designated Operator. I have <br />enclosed a roster as proof of the on-site training. Designated Employee training <br />was also conducted again on October 1, 2007 after your inspection by the <br />Designated Operator. <br />Verizon, P.O.
