The monitoring plan is not current and is not approved by the EHD. For all three tanks, in the section Under Dispenser Containment(UDC) Monitoring, change 'yes' to 'no' for'UDC monitoring stops flow of product at dispenser.' For all three tanks, in the section under periodic testing, change 'no'to 'yes' for spill bucket testing. For all three tanks, fill the second person having responsibility section. The monitoring plan must be uploaded to the California Environmental Reporting System(CERS). This was corrected on site. This is a repeat violation, Class II. 121 CCR 2712(f) Failed to submit a written response within 30 days of receiving an inspection report. An inspection was last done on 12/5/2016 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 1/4/2017 . This information was received late. An operator that receives an inspection report shall have 30 days to submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. This is a Class II violation. 209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. The designated operator failed to attach an alarm to the August 2017 designated operator monthly inspection report and failed to check that they were responded to appropriately. The 1-8: 87 Annular sensor was missing. During the monthly inspection, the designated operator shall review the alarm history for the previous month, check that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with documentation taken in response to any alarms to the monthly report. Ensure that designated operators performing monthly inspections at this facility are including all of the required information on the reports. This is a minor violation. 301 HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills. The fuel filter on the left hand side of the 3/4 dispenser(looking at it)was observed dripping liquid indicating a leak with the filter. The liquid was falling outside of the the under dispenser containment(UDC) unit. The underground storage tank system shall be operated to prevent unauthorized releases. Immediately stop the leak and clean up the area where the dripping is occurring. This is a Class II violation.
