The response plan must <br />be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, upload the <br />completed form, and submit for review by the EHD. A response plan was observed onsite. Ensure a copy is available <br />for inspection at any time. <br />2) The monitoring plan is not current and/or not approved by the EHD. The submitted monitoring plan indicates that <br />FE Petro leak detector is present in the 87 STP sump; VMI leak detector was observed onsite at this sump. This leak <br />detector was replaced under inspection from EHD on 11-16-15. The monitoring plan must be uploaded to the California <br />Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for <br />review by the EHD. <br />This is a Class II violation. <br />201 CCR 2712(b) Failed to maintain alarm logs and/or records of follow up actions. <br />Complete maintenance and monitoring records for the last three years were not found on site. No 2015 monitoring <br />system certification results were available onsite. These records shall be maintained on site for at least three years. <br />Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and <br />maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the <br />field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) <br />results of inventory readings and reconciliations. Immediately locate and maintain all maintenance and monitoring <br />records for the last three years on site and submit copies to the EHD. <br />This is a Class II violation. <br />204 CCR 2712(i) Current monitoring plan approved by the EHD not found on site. <br />The monitoring plan is not current and/or not approved by the EHD. The submitted monitoring plan and the monitoring <br />plan available onsite indicates that FE Petro leak detector is present in the 87 STP sump; VMI leak detector was <br />observed onsite at this sump. This 87 STP leak detector was replaced under inspection from EHD on 11-16-15. An <br />accurate copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. <br />This is a Class II violation. <br />309 CCR 2636(f)(1) Monitoring in the UDCs failed to activate an audible and visual alarm or stop the flow at the UDC. <br />The Bravo box float and chain in the UDC 1/2 (87 and 91 octane) sump failed to stop the flow of product at the <br />dispenser when tested. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop <br />the flow of product at the dispenser when it detects a leak. The service technician cleaned the floats and verified <br />functionality. This was corrected on site. <br />This is a repeat violation, Class II. <br />Page 4 of 5 <br />
