These records <br />shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or <br />sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) <br />results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring <br />equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. <br />Immediately locate and maintain the daily alarm logs for January through May 2016 and maintain all daily alarm logs <br />on site for at least three years and submit copies to the EHD. <br />This is a minor violation. <br />209 <br />CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. <br />The designated operator failed to check and note the correct test dates for the monitoring system certification and <br />spill container testing on the 9/15/16 designated operator monthly inspection report. Instead of entering 1/19/16 for <br />the test dates, he inadvertently entered 1/9/16. The designated operator did not print out the dates on the panel <br />printouts for the 7/13/16, 8/15/16,10/19/16, 11/17/16 and 12/15/16 designated operator monthly inspection reports. <br />The designated operator listed the date 11/17/18 on the designated operator monthly inspection report for 11/17/16. <br />The designated operator listed the L7 fuel alarm that occurred on 1/4/17 as occurring on 1/5/17 through 1/9/17 on <br />the designated operator monthly inspection report for 1/9/17 (the printout from the panel is dated 1/5/17). During <br />the monthly inspection, the designated operator shall check that all required testing and maintenance for the UST <br />system have been completed and document the dates they were done. Ensure that designated operators <br />performing monthly inspections at this facility are including all of the required information on the reports. <br />This is a repeat violation, Class II. <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the 91 -product submersible turbine pump (STP) and fill sumps, 87 -product (middle tank) <br />STP sump, and 87 -product (south tank) STP sump. If water could enter into the secondary containment by <br />precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <br />approximately two cups of liquid from the 91 -product STP sump, approximately one gallon of liquid from the <br />91 -product fill sump, a trace of liquid from the 87 -product (middle tank) STP sump and approximately one cup of <br />liquid from the 87 -product (south tank) STP sump. Ensure that all sumps and annular spaces are maintained free <br />of liquid. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by February 22, 2017. <br />Note: The two 87 -product spill containers and the 91 -product spill container did not hold a capacity of five <br />gallons.
