An accurate UST Monitoring Site Plan was not submitted. The site plan was lacking fill containment locations and the accurate locations of the annular monitoring in all tanks. A site plan must be submitted identifying the locations where monitoring will be performed. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. This is a repeat violation, Class Il. 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). Liquid was observed in the under dispenser containment (UDC) sumps in dispensers 9/10, 11/12, and 13/14. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the UDC in dispensers 9/10, 11/12, and 13/14 is maintained free of liquid. This is a Class II violation. 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. The 87 and 91 mechanical line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. This was corrected on site. This is a repeat violation, Class ll. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by May 9, 2018.
