1.0 Introduction <br /> 1.1 Site Description <br /> The Pacific Bell central office facility is located at 907 Lincoln Road in Stockton, California <br /> (Figures 1 and 2). The area surrounding the facility consists of residential and commercial <br /> properties and is situated approximately 500 feet west of Pacific Avenue. The site facility <br /> consists of a switching facility, and two fenced parking lots. According to the on site regulator <br /> groundwater in the area generally exists at 30 to 50 feet below grade. <br /> 1.2 Objectives <br /> IT Corporation(IT) was contracted by Pacific Bell to provide environmental consulting services <br /> for the removal and disposal of one 3,500 gallon diesel underground storage tank(UST),located <br /> at the southwest comer of their Stockton property,near the fence line. A new 1,000 gallon <br /> diesel tank was installed in the original tank excavation, to replace the removed tank. <br /> 1.3 Permits <br /> Permits for tank removal were obtained by R.H. L.Design Group Incorporated,from the San <br /> Joaquin County Environmental Health Division (SJ )prior to initiating tank removal <br /> activities. A representative of the SJCEHD (Michael ) and the City of Stockton Fire <br /> Department (Kent Miller) were notified of and witnessed the tank removal. Copies of the tank <br /> removal/installation permit and the State of California A, B and C forms are contained in <br /> Appendix A. <br /> 2.0 Field Activities <br /> 2.1 UST Removal <br /> The tanks were triple rinsed by IT Corporation representatives on August 5, 1997. The tanks <br /> contents (diesel fuel) had been evacuated earlier by Pacific Bell. The rinsate was removed using <br /> a vacuum truck provided by Evergreen Environmental Services (Evergreen). The total volume <br /> of residual fuel and rinsate generated from rinsing the tank was 550 gallons which was <br /> transported by Evergreen, under manifest control (No. 96269381),to their facility in Newark, <br /> California, for recycling (Appendix B). <br /> Representatives of Kvaerner Aronson Engineering Incorporated(Aronson) began excavation <br /> activities on August 4, 1997, with the disconnection of the piping and removal of the <br /> cAsydney\pbstock.ust 1 <br />
