Environmental Management P.O.Box 5095 <br /> West Region Room 313000 <br /> San Ramon,CA 94583 <br /> VIA UPS NEXT DAY <br /> lZ T8T 39123 1000 002 4 <br /> September 15,2005 <br /> Michelle Le,Inspector <br /> San Joaquin County,Environmental Health Department <br /> 304 East Weber Ave.,3rd Mr. <br /> Stockton,CA 95202-2708 2005 <br /> RE: Inspection on 8/17/2005 SBC-Pacific Bell at 907 Lincoln Rd.,Stockton <br /> SBC Insp.#2445 <br /> Dear Ms.Le: <br /> Pursuant to the Inspection referenced above,the status of the corrective actions required is noted below: <br /> • A maintenance record was observed on 4112105 for the removal of water for the spill bucket. The <br /> maintenance record indicated a IOg drum was left onsite. Submit a copy of the disposal record for <br /> this drum to EHD by 9117/05. <br /> The site is scheduled for a pick-up on 9/16/05;we will fax a copy of the bill of lading when we receive <br /> it. <br /> • On 617105, this facility experienced an overfill. According to the DO printout, the tank held 4010 on <br /> 6/8105. On 6/16105,fuel was pumped out of the tank to the maximum volume of 95%. This facility is <br /> equipped with a mechanical overfill prevention device and an audible alarm. <br /> Please see the chain of events related to this overfill alarm: <br /> May 12,2005—The tank at 907 Lincoln Rd.in Stockton,CA could not take the amount of fuel ordered <br /> by site personnel because the VeederRoot(VR)TLS-350 was programmed for a 83.75"tank and the <br /> tank is actually a 64"diameter tank. See attached Underground Tank Unauthorized Release <br /> (Leak)/Contamination Report. <br /> May 18,2005 - The TLS-350 was reprogrammed to the correct diameter for the tank.Due to the <br /> program reconfiguration of the tank dimensions a"Tank maximum product alarm"appeared on the VR <br /> Monitor. <br /> June 7,2005—The Environmental Management Control Center(Dallas)viewed program and alarm <br /> conditions in the Veeder Root and a"Tank high product alarm"appeared. <br /> June 8,2005—DUSTO inspector, George Koffel(Tait Environmental)visited site and noted in the <br /> comment section Item#2: Monitor in Alarm—Tl High Product alarm(6-7-05)and T 1 Max Product <br /> Alarm.(6-7-05&5-18-05). In the comment section he wrote in his own words"Rectify tank overfill <br /> condition". A"Tank overfill alarm"never appeared in the Veeder Root Program. <br /> June 16,2005—The fuel was removed from the tank at 907 Lincoln Rd. and distributed to other SBC <br /> tank facilities. Once the fuel was removed all alarm conditions returned to normal. <br /> • Submit receipts for hazardous waste disposal for the last 3 years to this office by 8/27105. <br /> Please see attached copies of 3 waste manifests. <br />
