Fremont St., Stockton Program: UST <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS 11,or MINOR-Notice to Comply) <br /> ROUTINE ANNUAL INSPECTION & MONITORING SYSTEM CERTIFICATION <br /> Violations: (32) <br /> 32. The 87 slave tank ATG probe and float were replaced on December 14, 2010 and a permit was not <br /> obtained from the EHD. The ATGs are used as the facility's overfill prevention system. Emergency <br /> repairs relating to UST system monitoring and release detection may be performed by a properly <br /> licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained within one <br /> business day from the EHD. All other repairs must have a permit submitted to and approved by the <br /> EHD prior to beginning work. Immediately obtain a permit from the EHD for the 87 slave tank ATG <br /> probe and float. A "Failure to Obtain a Permit" penalty applies. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by October 1, 2011 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> NOTE: The technician on site did not have a certification to test the Red Jacket CPT leak detection <br /> system. This test is currently incomplete. A reinspection will be necessary to verify the functionality of <br /> the 87 leak detector. A EHD staff time associated with the reinspection will be billed at the current <br /> hourly rate ($125). <br /> NOTE: The 91 Red Jacket MLLD was tested using a FasTech leak detector tester with proper technician <br /> certifications. <br /> NOTE: The 87 slave and 91 spill buckets did not pass the initial hydrostatic testing. The technicians <br /> cleaned the drain valves.
