The monitoring plan of all three tanks listed the <br /> UDC monitoring leak sensor model as 323, but verified on site during the inspection that the sensor is a 208. The <br /> monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into <br /> CERS, make the necessary changes, and retain an updated copy of the monitoring plan on site. <br /> The response plan is not current and/or not approved by the EHD. The response plan on site lacked the locations of <br /> spill control equipments and a date of when the response plan was signed by Sarah Samuel. The response plan must <br /> be uploaded to the California Environmental Reporting System(CERS). Immediately log into CERS, upload the <br /> completed form, and submit for review by the EHD. Ensure a copy is available for inspection at any time. <br /> This is a minor violation. <br /> 326 CCR 2635(b)(2) Overfill prevention system not present, was overridden, or failed to meet overfill requirements. <br /> The external audio alarm used as part of the overfill prevention system is not currently functional on the automatic tank <br /> gauge (ATG) of USTs during the time of inspection. Observed the external visual alarm, but did not hear the audio <br /> alarm of the ATG. The service technician cleaned the wire connector, retested the ATG and it passed. Both external <br /> audible and visual alarms were observed for the ATG. This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 27, 2014 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br /> Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br /> Notes: <br /> Conducted a routine and Monitoring system certification with the presence of Belshire representative, Laura <br /> Gomez. Permission to inspect, photograph and take sample if necessary by Dilkaran Kalirai, owner. He left at the <br /> beginning of the inspection and instructed to give the inspection report to the cashier. <br /> Testings of the 87 and 91 line leak detectors were not conducted due to an expired calibrated equipment. The VMI <br /> line leak detector box had a calibration sticker listed as 6/3/13, which is only valid until 6/3/15. The annual line leak <br /> detector must be tested on or before August 5, 2015 to satisfy CCR 2638 (a).
