The test boot was not <br />pulled back on the product piping in the 87 main sump. When the technician removed the test boot, liquid ran from the <br />secondary piping into the STP sump. The technician tested the liquid with a hydrophobic rag and determined the liquid <br />to be water. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and <br />disposed of properly. The service technician removed the liquid from the 87 main STP sump. Ensure that all piping, <br />sumps, and annular spaces are maintained free of liquid. This is a repeat violation, Class II. <br />321 <br />All releases in secondary piping do not flow to a collection sump. The test boot on the product line in the 87 main STP <br />sump was not pulled back, and the Schrader valve was not removed. Any potential release from the primary <br />containment into the secondary containment in the 87 piping does not flow into a collection sump. All secondary <br />containment systems shall be sloped so that all releases will flow to a collection sump located at the low point of the <br />underground piping. The test boot was pulled back by the technician at the time of inspection. This is a Class II <br />violation. <br />Overall Inspection Comments: <br />Inspection conducted August 5, 2014. A checklist was left on site. The report was completed August 26, 2014. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by September 25, 2014. <br />Consent to perform the inspection, take photos and collect samples was given by Pargat Litt, Franchisee. This <br />facility's designated operator is Curtis Carpenter (ICC expiration date: 3/20/15) .
