This information was required to be submitted by 8-5-2015 . This information has <br />not been received in a timely manner (RTC documentation for violations 203 and 209 noted in above historical <br />report was received on 3-10-2017) resulting in a non-compliant status for this facility. An operator that receives an <br />inspection report shall have 30 days to submit a written response that includes a statement documenting corrective <br />actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting <br />corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. <br />This is a Class II violation. <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the 87, 89, and 91 -octane fill sumps. If water could enter into the secondary containment by <br />precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <br />approximately 100 gallons total from these sumps at the time of inspection. Ensure that all sumps and annular <br />spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a Class II violation. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The 89 -octane spill container (located inside an unmonitored sump) failed when tested. A new cap and a new <br />swivel adapter were installed at the time of inspection and this container was retested with passing results. All spill <br />containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is <br />detected or cleaned up. Five gallon capacity was verified on all spill containers at the time of inspection. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 7-28-2017. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br />Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br />NOTE: <br />Upon removal the 89 -octane (wrap around) annular sensor it was observed that the sensor trigger mechanism <br />was covered with a guide wire which impeded its functionality, it is unclear if the wire was interfering with the <br />sensor while in the tank or if the wire twisted into the observed position at the time of its removal.
