Waterloo, Stockton <br />Program: UST <br />SUMMARY OF VIOLATIONS <br />CLASS 1 CLASS N or MINOR -Notice to Com <br />This is a routine inspection. Also observed annual monitoring certification. The following #13 and #25 <br />are Class I violations, #4,5,6,21,23d are Repeat violations, and #23a,23c,24, and 26 are Minor <br />Violations Notice to Comply observed during this inspection: <br />#13. Audible alarm at the monitoring panel is not activated when the sump and UDC liquid sensors <br />were tested. <br />* All secondary containment system shall be equipped with a continuous monitoring system that <br />activates an audible and visual alarm when it detects a leak. <br />- Immediately have a properly licensed, trained, and certified contractor replace or repair the failed <br />component with a functional component and obtain a permit within 1 business day from EHD. <br />25. Annual line leak detector test not performed. The last 87 grade line leak detector test was <br />conducted on September 8, 2008, and the last 91 grade and diesel line leak detector test was <br />conducted on October 1, 2008. <br />* Line leak detector of an underground pressurized piping that conveys a Hazardous Substance shall <br />be tightness tested annually. <br />- Immediately have a properly licensed contractor tested the line leak detectors under EHD inspection. <br />This violation has been corrected on site. <br />4. (Repeat) Current Financial Responsibility (FR) and Certification and Chief Financial Officer (CFO) <br />letter not on EHD file nor available for inspection on site. <br />* Owner or operator of Underground Storage Tank (UST) system shall maintain evidence. <br />- Submit a copy evidence of financial responsibility such as FR certification and CFO letter to EHD by <br />July 30, 2010, and continue this practice annually. <br />5,6. (Repeat) Monitoring Plan (MP) and Response Plan (RP) were not current, nor a copy available for <br />inspection on site. <br />* Owner or operator of UST system shall retain a copy of the current MP & RP available for inspection <br />on site. <br />- Submit a copy of the current MP & RP to EHD by July 30, 2010, and continue to retain a copy on site <br />available for inspection.
