Observed secondary containment testing of the diesel, 91 -octane fuel piping at 5 psi maintained for one hour. Passed. Retest of the replaced components is required in six months of installation. Confirmed visual fail of the secondary containment test of 87 -octane fuel piping. Observed soap bubbles and hissing at the 87 -octane boot in the UDC #1/2. Technician decided not conducting the 24-hour hydrostatic test (or equivalent) at UDC #1/2 due to failure of 87 -octane secondary pass. UST System not ready to return to operation.
