No person may own or operate an UST unless a permit for its operation has been issued by the local agency to the owner or operator of the UST system. Immediately obtain a permit to operate a UST system from the EHD. An "Operating without a Permit" penalty applies. This is a Class I violation. #121 CCR 2712(f) ;Failed to submit a. written response within 30 days of receiving an inspection report OBSERVATIONS: An inspection was last done on March 21, 2017 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted within 30 days of receiving the inspection report. This information has not been received resulting in a non-compliant status for this facility. An operator that receives an inspection report shall have 30 days to submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. This is a repeat violation, Class II. #314 HSC 25290.1, 252911Y:2; 25291 Failed to have secondary,containment or secondary containment not tight OBSERVATIONS: The April 12, 2017 secondary containment test results indicate a failure at the diesel secondary product, 87 secondary product, 89 secondary product, 91 secondary product, all turbine sumps, and UDCs 1/2, 3/4, 9/10, 11/12, 15/16, 17/18, 19/20, 21/22. All secondary containment for the UST system must be tight. To date, no repairs have been made. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. This is a minor violation. T OVERALL NOTES AND COMMENTS .. This UST program compliance review report was provided to the facility operator on 4/24/2018. The report was amended by the EHD on 6/25/2018. The amended report replaces the initial report. Violation #109- Failed to test secondary containment. Was removed from the previous inspection report. The other violations cited in this report stand and should have been corrected within 30 days of the initial report.
