CCR 2636(f)(1) — Continuous monitoring system for UST. All secondary containment, including <br /> under-dispenser containment, and under-dispenser spill control or containment systems, shall be <br /> equipped with a continuous monitoring system that either activates an audible and visual alarm or <br /> stops the flow of product at the dispenser when it detects a leak. <br /> Twelve sensors were found to be raised in the under dispenser containment. The level of <br /> the raised sensors ranged from three inches to approximately three feet. <br /> HSC 25299(f)(2) — Disabling leak detection devices. Any person who intentionally disables or <br /> tampers with an automatic leak detection system in a manner that would prevent the automatic leak <br /> detection system from detecting a leak or alerting the owner or operator of the leak, shall, upon <br /> conviction, be punished by a fine of not less than five thousand dollars ($5,000) or more than ten <br /> thousand dollars ($10,000), by imprisonment in the county jail for not more than one year, or by both <br /> the fine and imprisonment. <br /> Leak detection devices were not located at the lowest possible point to detect the leak at the <br /> earliest possible opportunities. Twelve sensors were raised in containment with liquid up to <br /> four inches including one sensor raised approximately three feet above the under dispenser <br /> containment. <br /> CCR 2712(b) — Maintenance and monitoring records. Written monitoring and maintenance <br /> records shall be maintained on-site or off-site at a readily available location, if approved by the local <br /> agency, for at least 3 years, 6 '/z years for cathodic protection maintenance records and 5 years for <br /> written performance claims pertaining to release detection systems, and calibration and maintenance <br /> records for such systems. <br /> Documentation regarding the cause of alarms and any the corrective action taken were <br /> not available for review. <br /> CCR 2636(f)(4) — Annual line tightness test. Monitoring shall be conducted on all underground <br /> pressurized piping with secondary containment at least annually at a pressure designated by the <br /> equipment manufacturer, provided that the method is capable of detecting a minimum release <br /> equivalent to 0.1 gallon per hour defined at 150 percent of the normal operating pressure of the <br /> product piping system at the test pressure with at least a 95 percent probability of detection and not <br /> more than a 5 percent probability of false alarm. <br /> Line tightness test was not performed. <br /> CCR 2638(a)—Annual certification of monitoring equipment. All monitoring equipment used to <br /> satisfy the requirement of this article shall be installed, calibrated, operated and maintained in <br /> accordance with manufacturer's instructions, and certified every 12 months for operability, proper <br /> operating condition, and proper calibration. <br /> There was no monitoring certification performed in 2003 or 2005. It has been scheduled <br /> for May 26, 2005. <br /> CCR 2662 — Requirements for upgrading UST. Before upgrading an underground storage tank <br /> system, the owner or operator shall demonstrate to the satisfaction of the local agency that the <br /> conditions and requirements specified in subsection 2660(k)will be met. <br /> The 87-RUL and 91-SUL spill containers were replaced in 2002 (exact date unknown) <br /> 6 <br />
