On February 10, 2016 the initial monitoring system certification, spill container, and line leak detector <br /> testing were performed and the 91 product line leak detector failed. On that same day a leak was detected at the <br /> flow meter at dispenser 11/12 resulting in the"sensor out" and "fail safe" testing not being completed on that day. <br /> On February 10, 2016, Service Station Systems, Inc. arrived at the site and replaced the 91 product submersible <br /> turbine pump (STP) check valve and performed the three-gallons-per-hour leak test at ten pounds per square incl <br /> (psi) pressure and the test passed. Today the 91 product line leak detector was retested for a leak of three <br /> gallons per hour at ten psi pressure and the test passed. Also "sensor out" and "fail safe"were tested and both <br /> tests passed resulting in positive shut down. <br /> Permission to perform today's inspection, take photos and collect samples, if needed, was given by Andrea <br /> Evans, Manager. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by April 3, 2016. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System(CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
