The <br /> designated operator shall train facility employees for which he or she is responsible in the proper operation and <br /> maintenance of the UST system once every 12 months. The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s)for emergencies and monitoring equipment alarms <br /> Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of <br /> the training records to the EHD. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 314 CCR 2631(a) Primary containment not tight(pre-Jul 2003). <br /> Weeping at the sheer valve and above the sheer valve was observed in dispensers 3/4 and 7/8, indicating a leak in the <br /> primary piping. All primary containment for the UST system must be tight. The service technician removed the <br /> product from the pipes and this appeared to have corrected the weeping of product. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 323 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 91 product line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor <br /> repair or replace the failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day <br /> from the EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the 91 product UST <br /> system may be red tagged to prevent fuel inputs. <br /> The 87 product line leak detector failed to detect a leak when tested. The service technician replaced the siphon jet <br /> and purged the lines and after four tries, the 87 product line leak detector was capable of detecting a 3-gallon per hour <br /> leak at 10 psi. The 87 product line leak detector was corrected on site. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> On site to perform an annual monitoring system certification, spill container, and line leak detection inspection. <br /> Permission was given by Andrea Evans, manager, to do the inspection, take photos, and collect samples, if <br /> needed. <br /> The complete monitoring system certification inspection could not be completed today because there was a leak <br /> at the 87 flow meter at dispenser 11/12. Power out and sensor out were not tested today. Once the leak at <br /> dispenser 11/12 has been repaired, another inspection to complete the monitoring system certification will need <br /> Page 4 of 5 <br />
