UST - HazMat Report <br />Facility Name: Pacific Bell, 1812 Coley Avenue, Escalon <br />Date: 8/4/95 <br />Facility IMESCLCA11 <br />Inventory control monitoring of the fuel and long term tank monitoring for product leakage is accomplished <br />with in -tank continuous product monitoring provided through the installation of the TLS -250i Tank Level <br />Sensor manufactured by Veeder-Root. <br />The TLS -250i consists of a Computerized Inventory Monitor (CIM) and one Digital Sending Probe (DSP) for <br />each tank being monitored. The highly accurate, all electronic probe has no moving parts for greater accuracy <br />and less maintenance than other electro -mechanical, float -type devices. A single CIM can handle multiple <br />probes and continuously monitor each one, analyzing their signals for liquid, temperature, depth and water <br />level. <br />Base on this input, the CIM computes volumes and stores this information for remote polling. The RE -232C <br />Serial Interface Communication port permits access to TLS -2501 information from remote locations via <br />telephone lines. This serial interface is capable of handling up to 16 polling stations from centralized remote <br />locations. The output of the serial port can be formatted for teletype or computer (IBM-PC) interface. <br />The TLS System has four modes of operation - Leak Detection, Tank Inventory Detection, Interstitial/Piping <br />Sump Leak Detection and Automatic Delivery Reporting. When the leak monitor mode is activated, the TLS <br />System continuously monitors fuel levels in each tank and can detect losses of 0.2 gph. A hourly report on <br />each tank shows temperature -compensated inventory changes to 0.1 gallon based on inventories when the tank <br />leak mode is initiated. The Leak Monitor is activated through a push-button mounted on the front panel, or <br />remotely through the S-232 Telecommunications Interface. <br />The Tank Inventory Report presents the current status of each tank. It provides station location, date and time, <br />volume and level of fuel, water level and temperature. <br />Interstitial/Piping Sump Leak monitoring will be provided using two liquid sensors placed in the double-wall <br />tank annular space and in the tank manhole space. The LED display on the TLS console will flash indicating <br />the alarm cause and location. <br />The Automatic Delivery Increase Report features are generated two minutes after fuel is delivered to the tank. <br />The printout includes date, time, volume and temperature before and after the increase and the net increase of <br />inventory. <br />Pacific Bell's UST/IS database system automatically calls the TLS monitoring system and "reads" <br />alarms and tank data four times per day. The alarms are investigated immediately by our <br />personnel in the centralized Fuel Administration Center located in Sacramento, California. <br />In the event the on site TLS device panel indicates an alarm condition the Power Room personnel <br />are instructed via an "In Case of Alarm" Notice posted on the device panel to contact the <br />following: Power Room Supervisor, Site Manager, Real Estate Facility Engineer, Fuel Administra- <br />tor Center and the Los Angeles County Fire Department. <br />pg. 4 <br />
