The designated operator notification uploaded into the California Environmental Reporting System (CERS) only <br />listed Mr. John Cascio. Any designated operator changes shall be reported to the EHD within 30 days. While onsite, <br />the notification for all alternate designated operators was provided to the EHD and uploaded into CERS. This was <br />corrected on site. <br />This is a minor violation. <br />310 <br />CCR 2636(f)(1) Sensor in a turbine sump failed to activate an audible and visual alarm or stop the flow product. <br />The L4, transition sump sensor, failed to activate an audible and visual alarm when tested to ensure continuous <br />monitoring of the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. The technician onsite cleaned this sensor and <br />retested it with passing results. This was corrected on site. <br />This is a minor violation. <br />321 <br />CCR 2636(c)(1) All releases in secondary piping do not flow to a collection sump. <br />The test boots inside the transition sump were still attached and the scharer valve cores were still in place. Any <br />potential release from the primary containment into the secondary containment in the diesel piping does not flow into a <br />collection sump. All secondary containment systems shall be sloped so that all releases will flow to a collection <br />sump located at the low point of the underground piping. The technician onsite removed the Schrader valve cores to <br />insure that any potential release from the primary containment flows into a collection sump. This was corrected on <br />site. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
