STOCKTON I March 07. 2016 <br />Item # I Remarks <br />CCR 2715 Designated operator did not inspect all required items and/or the inspection reports not completed. <br />The designated operator failed to check and note the correct test date for the secondary containment test in the <br />February 24, 2016 designated operator monthly inspection report. No date was listed for the secondary containment <br />test and items 1,2,3,4 were not addressed in the February 24, 2016 monthly report. Also, checklist items 16 and 17 <br />were not addressed in the November 23, 2015 designated operator report. During the monthly inspection, the <br />designated operator shall check that all required testing and maintenance for the UST system have been completed <br />and document the dates they were done. Ensure that designated operators performing monthly inspections at this <br />facility are including all of the required information on the reports. <br />This is a repeat violation, Class II. <br />320 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion. <br />Water was found in the 87, 89, diesel fill sumps and the vent sump. Secondary containment shall be constructed to <br />prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. The service technician <br />removed approximately 0.25 cup of liquid from the 91 product fill sump, approximately two quarts of liquid from the 87 <br />product fill sump, approximately one quart of liquid from the diesel fill sump and approximately one gallon of liquid from <br />the vent sump. Immediately contact a properly licensed, trained, and certified contractor to address the water <br />intrusion into the 87, 89, diesel fill sumps and vapor sump under permit and inspection of the EHD. <br />This is a minor violation. <br />323 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 91 product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br />passed. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />On site on March 7, 2016 to perform an annual monitoring system certification, spill container, and line leak <br />detector inspection. Permission to do the inspection, take photos and collect samples, if necessary, was given <br />by Joe Dangtran, owner. <br />An inspection report was provided to the facility operator on the day of inspection. The report was amended by <br />the EHD. The amended report replaces the initial report. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the amended inspection report. <br />Page 5 of 6 <br />
