The monitoring plan stated that the line leak
detector on the 87 product is an FX1 DV, the line leak detector was observed to be FXIV . The monitoring plan must
be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the
necessary changes, and submit for review by the EHD.
This was corrected on site.
This is a repeat violation, Class II.
209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed.
The designated operator failed to check and note the test dates for secondary containment, monitoring system
certification, line leak detector and spill container testing on the January 2018 designated operator monthly
inspection report. The designated operator did not include of the dates in the report. The designated operator also
failed to document all the alarms from the attached alarm history on the October 2017 designated operator monthly
inspection report and failed to check that they were responded to appropriately. The missing alarms include: L2
diesel annular low liquid alarm on October 4, 2017 and September 23, 2017.During the monthly inspection, the
designated operator shall check that all required testing and maintenance for the UST system have been completed
and document the dates they were done and review the alarm history for the previous month, check that each alarm
was documented and responded to appropriately, and attach a copy of the alarm history with documentation taken
in response to any alarms to the monthly report . The service technician removed
approximately 3 cups of liquid from the sumps and returned the sensor to its proper location.
This was corrected on site.
This is a repeat violation, Class II.
318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The 91 octane line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of
detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor
repair or replace the failed leak detector(LG 113-x listed, if applicable) and obtain a permit within one business day
from the EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the 91 octane UST
system may be red tagged to prevent fuel inputs.
This is a repeat violation, Class II.
Overall Inspection Comments:
FA0015274 PR0522448 SC001 03/08/2018
EHD 23-01 Rev.10/31/2017 Page 4 of 5 Underground Storage Tank Program OIR
1868 E.
