RESPONSES TO NOV
Site: Shell I-5, 717 W. 8h Street, Stockton, CA 95206
From: Joe Dangtran
Date: May 13, 2011
Inspection Date: April 19, 2011
Inspector: Thuy Tran
Mm
Items 24, 25, 26: I will follow your instruction to make sure the Monitoring System
Certification is done in March of every year.
Note: I was told the DO report must be done monthly. It could be done on the last day of
the month and another report could be done on the very first day of the next month. I
don't mean to be cynical but the description in item 24 said the MSC must be done
annually so could it be interpreted that the MSC could be done on Dec 31 for one-year
and on Jan 1 for the next year just like the DO? I reminded my DO about the
requirement of the MSC in March but he told me there is +/- 30 days window from
"anniversary" month. He got busy and assured me it will be ok and done before end of
April. This is the first time I heard that the MSC must be done within the "anniversary"
month. I have no problem with that for future ones.
Item 8: The EPA number CAL000306946 is now reactivated. I did reactivate the number
in March 2010. In August 2010 I checked and the number was still valid when Ramos
Environmental picked up old dirty water from 55 -gallon barrel at Shell I-5. I have no
idea how it got deactivated after that. It's ok now.
Item 20: The label on green trash container listed Nozzle Hoses because those were all
we had. One strange filter found in that container was not generated from this facility. I
regularly checked things around here because people constantly dumped "trash" here.
The last time I checked I recall seeing no filter. But a crazy filter got thrown in there
must be very recent. Since it's there I added "filter" to the label. The label on the 55 -
gallon listed "Dirty Oily Water" it could be so obvious that water is liquid so I could have
overlooked and didn't check the box of "Liquid". But corrections were all made on-site.
