After cutting, the two 3 -inch lines will be surveyed with a camera to determine how far
they go into or under the building foundation. The 11/2 -inch line and the two 3 -inch lines
will be grouted with concrete (neat cement) and plugged. If the sections of piping into
or under the building foundation are greater than 20 feet long, it is proposed to obtain a
soil sample under the piping by directional drilling, approximately 20 feet in, under the
piping. If less than 20 feet, the samples already taken at the building foundation 12 -PH
and 13 -PH would suffice. CE has submitted a Closure In Place request for the piping
under the building only, along with this Workplan.
Soil samples have been collected beneath the 3 -inch piping in three places:
approximately 20 feet and 42 feet west of the curb line and at the building foundation (2
samples have been collected at the building, 2 feet and 4 feet below the piping, 12 -PH
and 13 -PH respectively). The two 3 -inch pipes and the 1 Y2 inch piping will be removed,
handled and disposed of as hazardous wastes at ECI in Richmond, CA.
In the southern area of the two pipeline trenches, three (3) pipelines were discovered: a
1 Y2 -inch, a two-inch and a three-inch pipeline, at approximately two feet below ground
surface. The 11/2 -inch line had residual heavy petroleum hydrocarbons. The pipelines
ended at the curb line. These three (3) pipelines will be handled and disposed of as
hazardous waste. The piping associated with the USTs will be disposed of as
hazardous waste at ECI in Richmond, CA. The continuation of these pipelines past this
point and potentially across the driveway toward the building is being investigated.
Upon completion of field operations, a report will be prepared and submitted to the
County. The report will include analytical results, hazardous waste manifests, and other
documentation of the field work including photographs. Field activities and the
preparation of the report will be under the direct supervision of a CE geologist or an
engineer registered in the State of California.
5.0 Signature
This workplan has been prepared under the direction of the person listed below
Reuben H.
