S 11�1N J OAQ UI I N Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HONKER CUT MARINE 1 11500 WEIGHT MILE RD, STOCKTON November 04, 2019 <br /> SUMMARY OF VIOLATIONS <br /> NL (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The following consolidated manifest receipts were not found on site during the inspection: <br /> -On 4/21/2017, 20 gallons of parts washer waste was picked up(uniform manifest 005947236SKS) <br /> -On 7/18/2018, 360 gallons of used oil was picked up(uniform manifest 011837072FLE). <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 11/4/2016-11/4/2019 <br /> and maintain them on site. Provide a copy of the above missing consolidated manifest receipts and provide a <br /> corrective action statement to the San Joaquin County Environmental Health Department. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Used oil filters were observed around the facility on shelves and on top of drums. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean the oil filters up. Manage the waste according to Title 22 California <br /> Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site: <br /> In the hazardous waste storage area: <br /> -One black 55 gallon steel drum containing punctured oil filters and absorbents was missing a ring around the drum. <br /> In the back shop: <br /> -Four 5 gallon buckets containing used oil and oily debris were missing lids. <br /> -One 5 gallon bucket containing used oil was missing a lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
