S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAN I PAK INC 23535 S BIRD RD, TRACY September 25, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following was observed in the hazardous waste storage area. <br /> -One empty 55 gallon container observed with used oil accumulating on top of lid. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean accumulating oil. Manage the waste according to Title 22 California <br /> Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The following was observed in the hazardous waste storage area. <br /> -Secondary containment for waste oil was observed with approximately 1-2 inches of accumulating oil and oily <br /> absorbent. <br /> Note: Operator states that he does not recall when he last cleaned out the secondary container. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment for the waste oil into proper working order by repair, <br /> replacement or testing.
