S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DIFFERENTIALS PLUS 2953 CHERRYLAND AVE, STOCKTON December 16, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts from March 2018 to December 2019 for hazardous <br /> wastes including used oil were not found on site during the inspection <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from March 2018 to <br /> December 2019 and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective <br /> action statement to the San Joaquin County Environmental Health Department. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> The following minor violations were corrected on site: <br /> -A modified contingency plan was provided and filled out during the inspection. <br /> -One blue metal 55 gallon drum of used oil was observed in the shop with a blank hazardous waste label. The <br /> drum was approximately 15%full. This was corrected on site. <br /> -A puddle of oil was observed on the top of a 55 gallon blue metal drum of used oil. This was corrected on site. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 16, 2020. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> Documents provided during inspection: Return to Compliance certification, flyer for free CUPA classes, <br /> hazardous waste labeling guidance, modified contingency plan <br /> Waste streams found: <br /> -Used Oil <br /> -Laundered Rags <br /> Note: Facility owes $274 in permit fees.
