Stantec <br />L & M OPERABLE UNIT- THIRD QUARTER 2010 SITE STATUS, REMEDIAL SUMMARY, <br />AND GROUNDWATER MONITORING REPORT <br />Introduction <br />October 27, 2010 <br />• Copies of validated laboratory analytical reports for soil vapor extraction (SVE) / dual <br />phase extraction (DPE) sampling, soil vapor sampling, and groundwater sampling; <br />• Field data sheets for the third quarter 2010 monitoring and sampling and separate phase <br />hydrocarbon (SPH) removal events; <br />• A summary of soil vapor sampling activities for the third quarter 2010; and, <br />• A summary of remedial activities for the third quarter 2010. <br />1.1 SITE DESCRIPTION <br />This Third Quarter 2010 Site Status Remedial Summary and Groundwater Monitoring Report <br />describes activities conducted on behalf of CEMC and COP for the Site located adjacent to and <br />along the eastern boundary of the Delta View Apartments (802 West Weber Avenue) and west <br />of the North Lincoln Street and West Weber Avenue cross road in San Joaquin County, <br />California (Figure 1). The Site is currently owned by the City of Stockton Redevelopment <br />Agency (RDA), which refers to the Site as "Parcel 2A". The Site currently consists of relatively <br />flat, fallow land and is mostly undeveloped except for the Delta View Apartments (formerly the <br />Delta Gateway Apartments) located on the western portion of the Site. The Stockton Deep <br />Water Channel, Weber Avenue, and an office building complex are located north of the Site. <br />The Mormon Slough, a children's museum, Work Net building, and State DMV Building (under <br />construction) are located to the southwest, south, and east of the Site, respectively. <br />During a December 2, 2002 meeting with the RWQCB-CVR, environmental management of the <br />Site was divided into three operable units (OUs): L&M OU; Unocal OU (UOU); and Morton OU <br />(MOU). The L&M OU was established to direct investigations in the area south of West Weber <br />Avenue, west of the midline of the former Harrison Street, east of North Edison, and north of <br />former Main Street (Appendix A). This OU includes monitoring wells MW -9, 2AMW-12 through <br />2AMW-14, MW -16 through MW -35, MW -41 through MW -52, MW -54, MW -55, and dual phase <br />extraction (DPE) wells DPE-1 through DPE-13; the DPE network used to comprise MW -40 <br />which was converted to a DPE well permanently during the second quarter 2007 but was <br />abandoned during the fourth quarter 2008 due to the Unocal excavation activities. The UOU <br />was established to direct investigations from West Weber Street south to the former Main Street <br />and from the midline of the former Harrison Street east to Lincoln Street. The UOU includes <br />monitoring wells MW -3, MW -7, MW -37 and MW -38. The MOU was established to direct <br />investigations from the middle of the former Main Street down to the southern boundary of <br />Parcel 2A and from the midline of the former Harrison Street east to Lincoln Street. The MOU <br />includes monitoring wells MW -06R 2BMW-1, and 2AMW-15 and is currently under <br />redevelopment.
