S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PAQ Inc DBA Rancho San Miguel 1 1409 S AIRPORT WAY, STOCKTON June 24, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records from 2017 through <br /> present.According to Nick Berndet,the Store Director,the facility did not generate hazardous waste in 2019, nor in <br /> 2020 so far. Nick stated that the facility takes it's leaky and damaged containers of liquid laundry detergent and <br /> fabric softener to the facility's laundromat, located in a separate building on the other side of the facility's parking <br /> lot.According to Nick,the liquid laundry detergent and fabric softener are used in the laundry machines every week <br /> when the machines are tested to ensure they are in proper working order.Although Nick stated that any spilled <br /> laundry detergent and fabric softener is cleaned up using absorbent and then placed in a hazardous waste storage <br /> container, at the time of inspection there was no used absorbent in the hazardous waste storage area, nor were <br /> there any hazardous waste manifests documenting the proper disposal of laundry detergent/fabric softener spill <br /> clean-up material.The only hazardous waste manifest for laundry detergent or fabric softener found on-site was <br /> from 5/4/2018 for the disposal of 250 pounds of detergent in a 30 gallon container. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in <br /> accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the <br /> designated facility which received the waste.This signed copy shall be retained as a record for at least three years <br /> from the date the waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years,from 6/24/2017 through <br /> 6/24/2020,for all hazardous waste including laundry detergent and fabric softener spill clean-up material. Provide <br /> these records and a corrective action statement to the EHD within 30 days. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The emergency eye wash station in the facility's back storage area did not function when tested. <br /> The eye wash station also did not have a secondary container to capture used eye wash solution. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to <br /> assure its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the emergency eye wash station into proper working order by repair, replacement or <br /> testing.
