PROGRAM COORDINATORS <br /> Robert McClellon,REHS <br /> Jeff Carruesco,REHS, RDI <br /> Willy Ng, REHS <br /> Muniappa Naidu, REHS <br /> COUD <br /> Michael Kith,REHS <br /> IF Melissa Nissim, REHS <br /> June 18, 2020 <br /> Jose Gutierrez & Fabiola Manjarrez <br /> 2345 East Acacia Street <br /> Stockton, California 95205 <br /> RE: Soil Suitability/Nitrate Loading Study <br /> 1901 North Patterson Avenue, Stockton <br /> APN: 08909108, SR0082156 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading (SSNL) Study, dated May 29, 2020 for the above noted location and has the following comments for <br /> your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential long term impact of nitrates to groundwater from the proposed project <br /> development. The proposed development project includes: <br /> 1. A future 2-bedroom home with a total wastewater flow of 150 gallons per day (gpd). The wastewater <br /> flow of 150 gpd is not to be used for septic system design or size calculation. <br /> The estimated nitrate loading from proposed development shows a potential for nitrate impact to groundwater <br /> above water quality objectives. According to SSNL Study the estimated long-term impact of nitrate loading <br /> from the proposed OWTS usage is 18.5 mg/L-N; above the water quality objective of 10 mg/L-N. <br /> Based on the information provided, the EHD can make the following findings: <br /> 1. The SSNL Study supports the suitability for OWTS usage with the following conditions: <br /> a. The potential impact of the nitrate to ground water shall be mitigated. OWTS shall utilize supplemental <br /> treatment and meet performance requirements in Section 10.9 of Regional Water Quality Control <br /> Board OWTS policy (Boards Policy). <br /> b. Due to the percolation rate of 1.19 minutes per inch a 20 foot soil separation between the bottom of <br /> the disposal field and groundwater is required. <br /> c. A Registered Civil Engineer shall submit complete engineering design plans to EHD for approval prior <br /> to issuance of building permit. Fee will be based on the current fee schedule at time of payment. <br /> d. Annual permit is required. Fee for annual operating permit is due at time of OWTS permit application. <br /> e. To monitor the effectiveness of the supplemental treatment system, quarterly sampling of the effluent <br /> and under leach field is required. The first sampling shall be done six (6) months after the OWTS <br /> installation. Sampling results shall be submitted to EHD for review. The EHD may reduce the sampling <br /> frequency after one year of sampling. <br /> f. The proposed OWTS and 100% replacement area must meet all required minimum setbacks from any <br /> water wells. <br /> 1868 E.
