SANJ O A Q U I N Environmental Health Department <br /> .—C0UN 'IY <br /> Complaint Record Daily Time and Activity Summary from 6/1/2013 to <br /> 6/1/2020 for C00051805 located at <br /> 2420 E EIGHT MILE RD <br /> Activity Date Recorded by <br /> 03/30/2020 Received page at 9:24am. 7 gallons of oil was released at 2420 East Eight Mile PE 2546 BAKER <br /> 150 min Road in Stockton. Called Kristen Dugger at 209-689-5530. She said the release SC 544 <br /> was diesel not oil. On 3/29/2020 a Van De Pol tanker was filling up the diesel <br /> tanks and the check valve failed causing a release of approximately 7 gallons of <br /> diesel. Release was cleaned up on 3/29/2020 by Fleetwash Services. This <br /> morning a sheen was noticed on the containment pond and it was found that <br /> during the cleaning the rinse water ended up in the drain line and containment <br /> pond. Fremouw Environmental is en route for clean-up. Discussed complaint <br /> with Garrett Backus (Lead Sr. REHS. Left at 9:53am. <br /> Arrived on site at 10:11 am. Lorin Sabin (Branch Manager of Heavy Transport) <br /> took me out to the spill area. Met with Kristen Dugger(Director of Safety and <br /> Environments) of Van De Pol and Jon Lorente (Director of Compliance and <br /> Safety) of eFuel. They showed me the spill area. The original spill covered an <br /> approximate area of 5x10 feet. The diesel contaminated water flowed east of the <br /> spill site to the gutter. Fleetwash used approximately 50 gallons of water to <br /> clean-up the diesel spill and the runoff went into the drain. Liquid was observed in <br /> several areas of the gutter to the drain. Gutter area that was affected was <br /> approximately 200 feet long. Per Kristen Dugger, approximately 1 ounce went into <br /> the containment pond. Only three playing card sized spots were observed earlier <br /> that morning. The inlet pipe to the containment pond was stopped with an <br /> absorbent sock. Water was still trickling out of the pipe into the pond. No sheen <br /> was observed on the water in the containment pond or from the inlet pipe to the <br /> pond. Absorbent pads were observed at the <br /> containment pond. Fremouw Environmental is en route to perform clean-up. <br /> Estimated time of arrival is unknown at this time. Concrete will be power washed, <br /> drain pipe will be washed and all waste water will be collected and disposed of as <br /> hazardous waste per Kristen Dugger. Let Kristen Dugger know to call SJC EHD <br /> when the clean-up is completed so that it can be verified and to also provide the <br /> disposal records for the waste generated. Kristen Dugger said the waste would be <br /> handled as hazardous waste. Left site at 10:32 am to go to another call. <br /> Completed complaint information and wrote Notice to Abate. Emailed Notice to <br /> Abate to Kristen Dugger at kdugger@vadepol.us and cc'd Jon Lorente at <br /> jonl@efuelco.com and Lorin Sabin at lorin.sabin@heavy-trans.com <br /> Completed Emergency Response Record and Prop 65. Gave Prop 65 to Garrett <br /> Backus(Lead Sr. REHS) for review. <br /> 2:00 pm- Called Kristen Dugger at 209-689-5530 and asked for an update on the <br /> clean-up. She said the Fremouw Environmental just arrived and it would take <br /> approximately 3-4 hours for clean-up to be completed. <br /> 3:37pm-Received a call from Kristen Dugger saying that they should be done in <br /> about an hour. <br /> Discussed complaint with Jason Gaitan who would be verifying clean-up.
