SAN 10 A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 6/5/2013 to <br /> 6/5/2020 for COXCX5AGJ located at <br /> 5415 FEATHER RIVER DR <br /> Activity Date Recorded by <br /> 12/05/2019 6:18pm-Received a page from SJGH (209-468-6000). The operator said that PE 2546 BAKER <br /> 180 min Nathan Christman of PG&E reported a 1/2 gallon spill of odorant at 5415 Feather SC 974 <br /> River Drive in Stockton. <br /> 6:27pm called Nathan Christman two times at 559-410-5011 and left a message. <br /> 6:48pm Received a call back from Nathan Christman. He said that the release <br /> was approximately half a gallon of mercaptan odorant. A construction crew took <br /> some equipment out of service and left it in the yard. The release was from a line <br /> on the equipment that leaked. No storm drains or waterways were impacted and <br /> spill stayed on the property. They became aware of the leak because residents <br /> were calling and complaining about the smell. The fire department responded. <br /> He said that PSC will be conducting the clean-up and should be on site in an hour. <br /> Initially reported that the spill was on soil. Waste generated will remain on site <br /> until profiling. Most likely waste will be disposed of as hazardous waste. <br /> 6:54pm-Discussed complaint with Muni Naidu (Program Coordinator). He said to <br /> go out when PSC arrives on site. <br /> Nathan Christman texted that PSC will be on site in 1.5-2 hours. <br /> Started working on complaint, emergency response record, prop 65 and notice to <br /> abate. Emailed Notice to Abate to Nathan Christman at <br /> nathan.christman@pge.com <br /> Finished working at 7:36pm. <br /> 9:30pm left house to go out to site. Arrived on site at 9:45pm. Met with Nathan <br /> Christman of PG&E and Dan Wildeman of PSC. Clean-up was already in <br /> progress. Most of the spill was contained inside a control room on the metal floor. <br /> Spill inside the control room was cleaned up with Simple Green, water and rags. <br /> Soil outside door was excavated approximately three inches deep and covered an <br /> approximate area of 1x5 feet. Two 55 gallon drums of waste was generated from <br /> the clean-up. One drum of clean-up debris and one drum of contaminated PPE. <br /> Waste will remain on site pending waste profiling. Waste will most likely be <br /> disposed of as hazardous waste, per Nathan Christman. Waste generated was <br /> labeled "Pending Analysis." Clean-up is complete. Left site at 10:15pm. Arrived <br /> back at 10:30pm. Completed photo log and emergency response record <br /> information. <br /> 6:18pm-7:36pm <br /> 9:30pm-11:12pm <br /> CAL OES Spill Report 19-7784. <br /> 12/06/2019 Printed complaint information, prop 65, notice to abate, photo log, and emergency PE 2546 BAKER <br /> 30 min response record. Worked on site map. Verified GIS in EC. SC 544 <br /> Signed prop 65 and put on Elena Manzo's (Lead Sr. REHS) desk for review. <br /> 01/08/2020 Emailed Nathan Christman at nathan.christman@pge.com to see if he has the PE 2546 BAKER <br /> 6 min disposal record for the waste generated from the clean-up.
