SAN JOAQUIN <br /> Environmental Health Department <br />COUNTY <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />East Bay Tire CO <br />Facility Address: <br />2807 HVVY 99 , STOCKTON <br />Date: <br />November 25, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />101 CCR 66262.12 Managed a hazardous waste without an identification number. <br />OBSERVATION: This business does not have an active hazardous waste ID number (CAL000426989) in the <br />California Department of Toxic Substances Control (DTSC) database. <br />REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer for <br />transportation, hazardous waste without having received an Environmental Protection Agency (EPA) Identification <br />(ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per <br />month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br />numbers are unique to a business and site location. <br />CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br />to reactivate your State ID number. Immediately reactivate your ID number and submit evidence to the San <br />Joaquin County Environmental Health Department within 30 days. <br />This is a minor violation. <br />113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: Copies of consolidated manifest receipts from November 2016 to November 2019 for hazardous <br />wastes including used oil and used antifreeze were not found on site during the inspection <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from November 2016 <br />through November 2019 and maintain them on site. Provide a copy of the consolidated manifest receipts and a <br />corrective action statement to the San Joaquin County Environmental Health Department. <br />This is a minor violation. <br />Overall Inspection Comments: <br />The following minor violations were corrected on site: <br />-One black metal 55 gallon drum of used oil was observed inside the shop without a hazardous waste label. <br />This was corrected on site. <br />-One blue metal 55 gallon drum of used oil was observed inside the shop without a hazardous waste label. This <br />was corrected on site. <br />-One blue plastic 5 gallon bucket of used oil was observed outside in the hazardous waste storage area without <br />a lid and hazardous waste label. This was corrected on site. <br />-One black metal 55 gallon drum of oily solids was observed outside in the hazardous waste storage area <br />without a lid and an accumulation start date on the label. This was corrected on site. <br />-One black metal 55 gallon drum of drained used oil filters was observed outside in the hazardous waste <br />storage area without a lid.
