1) This facility's hazardous waste ID number(CAL000378198) is inactive.A hazardous waste <br /> generator shall not treat, store, dispose of,transport or offer for transportation, hazardous <br /> waste without a hazardous waste ID number. Go to the DTSC web site <br /> http://www.dtsc.ca.gov/IDManifest/PERMHWID.cfm for the form to reactivate the ID number <br /> . Immediately reactivate your state ID number and submit evidence to the EHD.This is a minor <br /> violation. Application for renewal has been emailed— Lydia Baker was cc'd on email <br /> 2) Copies of hazardous waste disposal records for April 2016 to December 2018 were not found <br /> on site. Hazardous waste generators shall retain copies of all manifests signed off by the <br /> disposal facility and all receipts used in a consolidated manifesting procedure on site for three <br /> years and have them readily available for review. Immediately locate a copy of all manifests <br /> and receipts for the last three years, maintain them on site, and submit copies to the EHD. <br /> Copies found—misfiled on-site—emailed to Lydia Baker-Oil/oily sludge was observed on the <br /> top of one 55 gallon used oil drum, one 55 gallon used antifreeze drum and one empty 55 <br /> gallon drum. -Metal fines from the brake lathe machine were observed on the machine and <br /> the ground surrounding it. Facilities shall be maintained and operated to minimize the <br /> possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water <br /> which could threaten human health or the environment. Immediately clean up the oil and <br /> metal fines and manage according to Title 22 hazardous waste regulations. Submit a <br /> statement and supporting documentation explaining how this waste was managed.—cleaned <br /> and pictures sent to Lydia Baker. Will have regular maintenance done. <br /> 3) The secondary containment for the three 55 gallon drums of used oil had approximately an <br /> inch of oil in it. All facility communications or alarm systems,fire protection equipment, spill <br /> control equipment, and decontamination equipment,where required,shall be tested and <br /> maintained as necessary to assure its proper operation in time of emergency. Immediately <br /> begin this practice.—Cleaned and will have regular maintenance done - pictures sent <br /> 4) -One black and two orange 55 gallon drums of used oil were observed without a hazardous <br /> waste label.The label was on the secondary containment tub. -One blue drum of used paper <br /> filters was observed without an accumulation start date. All hazardous waste containers shall <br /> be marked with the following information: -the words "Hazardous Waste" - name and <br /> address of generator- hazardous properties-physical state-composition (contents) - <br /> accumulation start date Immediately label these containers and ensure that all hazardous <br /> waste containers are marked with all the required information. Properly labeled—pictures <br /> sent—will need to maintain <br /> 5) Bills of lading for the recycling of used oil filters for April 2016 to December 2018 were not <br /> found on site. A copy of each bill of lading must be kept on site for at least three years. <br /> Immediately locate a copy of all bills of lading for used oil filters for the last three years, <br /> maintain them on site, and submit copies to the EHD. One black metal drum of drained used <br /> oil filters was observed without an accumulation start date and the words "Drained Used Oil <br /> Filters". Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof <br /> container, labeled as "drained used oil filters," and marked with an accumulation start date. <br /> Immediately label and mark date on the container and ensure that all used oil filters are- <br /> managed in this way.—corrected labeling -found bills of lading—emailed to Lydia Baker <br />
