SANJ O A Q U I ` ,I,II Environmental Health Department
COUNTY
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
JC AUTOMOTIVE 760 N MAIN ST, MANTECA July 03, 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days.
The last disposal records for used absorbent were dated 10/22/18, 3/26/18, and 2/16/17. Facility personnel stated
that pick ups occur when the drum is full. Facilities who generate less than 1000 kg of hazardous waste per month
and do not exceed 6000 kg of waste stored on site at any time may store waste on site up to 180 days. This was
corrected on site. Facility scheduled a pick up for the used absorbent(current accumulation start date is 2/22/19,
<180 days)and wrote a statement of correction.
This is a Class II violation.
Overall Inspection Comments:
Manifest#160836 for 275 gallons of used oil was missing the date and disposal facility. Manifest#152974 from
7/28/17 for used oil was missing the disposal facility and generator signature. Written on the manifest os a note "left
for lunch". Facility personnel stated transporter may have left copy without retaining a signature. Manifest#157159
was missing the generator signature. The generator and waste sections of the uniform manifest shall be completed
and signed and dated by the generator. The transporter shall also sign and date the manifest. Ensure that all
manifests are properly completed for any transport of a hazardous waste for off-site transfer, treatment, storage or
disposal. This was corrected on site with a statement from the generator.
Oil was observed accumulating in the spill pallet for the used oil tank. Facilities shall be maintained and operated
to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which
could threaten human health or the environment. This was corrected on site. Generator soaked up oil with
absorbent pads and disposed of used oily absorbent in the 55 gallon drum for oily absorbent.
The 55 gallon drum of used absorbent did not have an initial start date marked. The initial date of waste
accumulation shall be clearly marked and visible for inspection on each container used for satellite accumulation of
hazardous waste. Since it cannot be determined how long this waste has been stored on site, immediately mark
this container with today's date and contact a licensed hazardous waste hauler to dispose of this waste under
manifest within 180 days. This was corrected on site. Accumulation start date was marked 2/20/19, and a pick-up
was scheduled while inspector was on site.
Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an
appointment, please call (209)468-3420.
Inspector provided copy of inspection report.
FA0010539 PR0514371 SCO01 07/03/2019
EHD 22-01 Rev.09/27/2018 Page 4 of 5 Small Quantity Hazardous Waste Generator OIR
1868 E.
