STATE OF CALIFORNIA - Environmental Prrrel- .n Agency PETE WILSON, Governor
CALIFORNIA REGIONAL WATER CLIALITY CONTROL BOARD
CENTRAL VALLEY REGION
3443 Routier Road, Suite A y%;0
Sacramento, CA 95827-3098
PHONE: (916) 255-3000
FAX: (916) 255-3015 • /
1 April 1997
Ms. Nancy Bishop
Western Farm Service
3620 Mt. Diablo Blvd, Suile 260
Lafayette, CA 94549
REVIEW OF REPORT: WESTERN FARM SERVICE, VERNALIS
Thank you for submitting tie report containing both the results of the December 1996 monitoring
well installation and sampliyg and the workplan for the downgradient groundwater investigation at
the Western Farm Service facility in Vernalis. After reviewing the report, I have a few comments
about the work which has teen completed, and some comments regarding t)Y proposed future work.
Completed work
1. Table 1 states that the vells were surveyed in August 1996. However, W -cording to the
surveyor's report, they were actually surveyed on 16 January 1997.
2. Laboratory data sheets ire missing for the nitrate and ammonia tests on 11W-1, MW -2, and
MW -3. Please submit Giese.
3. Table 3 lists the Califomia MCL or State Action Level for the compounds which have been
detected in the groundwater at this facility. While these criteria may be appropriate for an initial
review of the chemicals detected, the Board uses other criteria (as descried in the staff
publication A Compilatiin of Water Quality Goals) to determine whether the groundwater may
have been degraded. Tie table in Attachment 1 lists the chemicals whic-i have been found, and
shows whether the Board considers them to be a potential water quality problem.
Future work
1. Quarterly monitoring was conducted in December 1996 and March 1997_ and should be
continued at least through June, September, and December 1997. At tha point, we can discuss
whether continuation of the quarterly monitoring is warranted. The sarmles are to be analyzed
for nitrate, ammonia, a: -d the scans 8010 (including 1,2,3-trichloropropase and EDB), 8080,
8140, 632, and 504. A, you may know, I observed the March monitorug event and collected
split samples. I instrumed the Board's lab to also analyze for the 619 ani 8150 scans. If any
positive results are found, then these scans will need to be added to the -uarterly monitoring.
2. After each quarterly mmitoring event, please submit a short letter repor which includes a
description of the field -work, a map with the groundwater gradient, the aboratory data sheets,
and cumulative tables of the groundwater depth and analytical results.
3. The locations for the inial off-site groundwater samples are approved. GeoSyntec proposes to
field screen the sample -s. and then send all the samples to the lab for anLysis of nitrate,
