Page 5 <br /> Cabral—Mc Adams Property <br /> April 28,2006 <br /> Job No. 1828-092.01 <br /> ARSENIC <br /> Arsenic was detected above the laboratory reporting limit of 2.0 mg/kg in most of the soil samples <br /> collected on the property. The highest concentration of arsenic in surface soils was detected in the <br /> sample from location S18; this sample contained 1700 mg/kg arsenic. However, arsenic <br /> concentrations measured within all the other tested soil samples range from less than 2.0 mg/kg to <br /> 16 mg/kg. The arsenic concentrations detected in most of the samples collected are considered <br /> very low; however, some of the detected arsenic concentrations may be elevated with respect to <br /> naturally occurring background concentrations because several of the soil samples tested did not <br /> contain arsenic at a concentration above 2.0 mg/kg. <br /> REMEDIAL ACTION AND AGENCY INVOLVEMENT <br /> Based on the elevated concentrations of lead and arsenic, dieldrin, and DDT detected in surface <br /> soils on the property(compared to PRG values), and because of the planned redevelopment of the <br /> site as a residential subdivision, it would appear that remedial efforts with regulatory agency <br /> oversight is warranted. Prior to any remedial action, some additional site characterization and a <br /> health risk assessment may be necessary. Communications with San Joaquin County <br /> Environmental Health Department (SJCEHD) personnel have indicated that the State (either the <br /> Central Valley Regional Water Quality Control Board [CVRWQCB] or the Department of Toxic <br /> Substances Control [DTSC]) would act as the lead agency for remedial oversight for the metals <br /> and pesticide contamination on the property. One or both of these State agencies will be involved <br /> in decisions regarding site characterization, assessment, and remediation. As requested, copies of <br /> this report, as well as a "Request for Oversight of a Brownfield Site" have been sent to Mr. Tim <br /> Miles of the DTSC and Mr. Duncan Austin of the CVRWQCB. <br /> 000 <br />
