I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> JT AUTOCARE&SMOG 2305 S AIRPORT WAY, STOCKTON June 25, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 101 CCR 66262.12 Managed a hazardous waste without an identification number. <br /> OBSERVATION: This business has an inactive hazardous waste ID number in the California Department of Toxic <br /> Substances Control (DTSC)database. The inactive number is CAL000422599. <br /> REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for <br /> transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification <br /> (ID)Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per <br /> month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br /> numbers are unique to a business and site location. <br /> CORRECTIVE ACTION: Go to the DTSC web site at hftps://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br /> to reactivate your ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br /> years from 6/25/2017-6/25/2020 for used oil, oily absorbent, paper/metal oil filters, and used antifreeze. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 6/25/2017-6/25/2020 for <br /> all hazardous wastes including used oil, oily absorbent, paper/metal oil filters, and used antifreeze. Provide these <br /> records and a corrective action statement to the EHD within 30 days. <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3)Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The business operator could not provide copies of consolidated manifests for the past three years <br /> from 6/25/2017-6/25/2020 for used oil, oily absorbent, paper/metal oil filters, and used antifreeze. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 6/25/2017-6/25/2020 <br /> and maintain them on site.
