OBSERVATION: This business has an inactive hazardous waste ID number in the California Department of Toxic Substances Control (DTSC)database. The inactive number is CAL000422599. REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification (ID)Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at hftps://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to reactivate your ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation. 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years from 6/25/2017-6/25/2020 for used oil, oily absorbent, paper/metal oil filters, and used antifreeze. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 6/25/2017-6/25/2020 for all hazardous wastes including used oil, oily absorbent, paper/metal oil filters, and used antifreeze. Provide these records and a corrective action statement to the EHD within 30 days. This is a Class II violation. 113 HSC 25160.2(b)(3)Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: The business operator could not provide copies of consolidated manifests for the past three years from 6/25/2017-6/25/2020 for used oil, oily absorbent, paper/metal oil filters, and used antifreeze. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 6/25/2017-6/25/2020 and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement to the San Joaquin County Environmental Health Department. This is a minor violation.
