Facilities shall be maintained and operated to minimize the <br /> possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten <br /> human health or the environment. Immediately clean the oil saturated absorbent, and ensure the 1 gallon buckets <br /> containing oil are managed by the end of the day according to Title 22 hazardous waste regulations. Submit a <br /> statement and supporting documentation explaining how this waste was managed. <br /> This is a repeat violation, Class II. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> One 55 gallon black drum previously containing oil was observed outside the Urethane Building waiting to be <br /> disposed of or potentially reused. Containers larger than five gallons that previously held a hazardous material shall <br /> be marked with the date they were emptied and managed within one year of being emptied. Immediately mark and <br /> manage all empty containers per this section. <br /> This is a minor violation. <br /> 602 CCR 66262.34(e)(1)(B)Stored satellite accumulated waste on site longer than one year or 180 days after fill date. <br /> One 30 gallon blue steel drum of satellite accumulated shop coolant waste was observed with an accumulation start <br /> date of 6/26/18 in the Machine Shop. One 55 gallon black steel drum of satellite accumulated paint waste was <br /> observed near the Urethane Shop with an accumulation start date of 1/30/18. Satellite accumulated waste shall not <br /> be stored on site for more than 180 days after the container was filled, or a total of one year,whichever comes first. <br /> Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy <br /> of the manifest to the EHD. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Used oil filters were observed draining on an oil drain pan in the hazardous waste storage area. No container was <br /> observed for the storage of used oil filters. Used oil filters shall be drained of free-flowing oil, stored in a closed, <br /> rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start date. Immediately <br /> containerize and label these used oil filters and ensure that all used oil filters are managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 6, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
