SAN 10AR I N <br />Y <br />Environmental Health Department <br />AMENDED <br />1/2/2020 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />JIFFY LUBE #2322 <br />500 E KETTLEMAN LN, LODI <br />December 12, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />120 <br />CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />OBSERVATION: Bills of lading for the recycling of lead acid batteries from December 12, 2016 - December 12, <br />2019 were not found on site. <br />REGULATION GUIDANCE: <br />(A) The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br />section 1161, to record the shipment of spent lead -acid storage batteries to a person who stores the batteries or <br />who uses, reuses, recycles or reclaims the batteries or their components. <br />(B) The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br />manifest or bill of lading which identifies spent lead -acid storage batteries shipped to a person who stores the <br />batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br />CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br />the San Joaquin County Environmental Health Department within 30 days. <br />This is a repeat violation, Class II. <br />304 <br />CCR 66265.35 Failed to maintain adequate aisle space for unobstructed response to emergencies. <br />OBSERVATION: The following area does not have adequate aisle space: <br />- Access to one 55 gallon hazardous waste drum in the Northeast corner of the hazardous waste storage was <br />obstructed by the green trash bin and one 55 gallon drum of used oil filters. <br />REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br />of personnel, fire protection equipment, spill control equipment, and decontamination equipment to any area of <br />facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br />for any of these purposes. <br />CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel, fire <br />protection, spill control equipment, and decontamination equipment to any area of facility operation in an <br />emergency.
