SAN 10AR I N <br />Y <br />Environmental Health Department <br />AMENDED <br />1/2/2020 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />JIFFY LUBE #2322 <br />500 E KETTLEMAN LN, LODI <br />December 12, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />601 <br />CCR 66262.34(a) Stored hazardous waste on site longer than 90 days without a permit or authorization. <br />OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br />greater than 90 days or no accumulation start date: <br />- Two 55 gallon drums containing oily solids were observed with no accumulation start dates. <br />- One 55 gallon drum of hazardous waste in the Northeast corner of the hazardous waste storage was observed <br />with no accumulation start date. <br />- One 55 gallon drum containing paper oil filters was lacking hazardous waste label and accumulation start date. <br />REGULATION GUIDANCE: <br />(a) a generator may accumulate hazardous waste on-site for 90 days or less <br />(b) The beginning of the 90 day period is determined as follows: <br />(1) if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br />hazardous waste (listed in section 66261.33(e)) or one kilogram of extremely hazardous waste during any calendar <br />month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br />one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br />(2) if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br />waste or one kilogram of extremely hazardous waste during any calendar month, the 90 -day period begins on the <br />first date on which any amount of hazardous waste begins to accumulate during that month. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br />compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br />disposal records to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a repeat violation, Class II. <br />605 <br />CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br />were: <br />- One 55 gallon drum in the Northeast corner of the hazardous waste storage was observed with an illegible <br />hazardous waste label. <br />- One 55 gallon drum containing oily solids was missing accumulation start date. <br />- One 55 gallon drum containing oily solids was observed with an illegible hazardous waste label. <br />- One 55 gallon drum containing used paper oil filters was observed with inadequate labeling. The drum was labeled <br />as'Used Oil and Gasoline Filters'. The label was missing the words'Hazardous Waste', generator address, <br />accumulation start date, physical state, and hazardous characteristic. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
