CORRECTIVE ACTION: Immediately update the contingency plan to add the missing parts. Maintain the plan on-site and train employees on the plan. Provide a corrective action statement, a copy of the contingency plan and supporting documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. This is a repeat violation, Class II. 113 CCR 66262.23(x)(4) Failed to send generator manifest copies to DTSC within 30 days. OBSERVATION: Generator copies of Uniform Hazardous Waste Manifest (UHWM) number 01007654FLE (8/8/2017) was not sent to the California Department of Toxic Substances Control (DTSC) within 30 days of hazardous waste shipment (see photo IMG 0112). Also, since Megan Anger, Service Manager, did not know if the facility sends generator copies of its UHWMs to DTSC, it is unknown if the facility sent generator copies of its UHWMs to DTSC for hazardous waste shipments dated from 6/30/2018 through 12/20/2019. REGULATION GUIDANCE: Hazardous waste generators are required to send a copy of the generator signed UHWM to DTSC by mail. The only exception is when an UHWM starts and finishes as an electronic manifest in the e -Manifest System. The generator shall within 30 days of each shipment of hazardous waste submit to DTSC a legible copy of each manifest used. The mailing address is: DTSC Generator Manifests, Department of Toxic Substances Control, P.O. Box 400, Sacramento, CA 95812-0400. CORRECTIVE ACTION: Immediately mail a copy of UHWM 01007654FLE (8/8/2017), and any UHWMs with shipment dates from 6/30/2018 through 12/20/2019 that were not already sent, to DTSC. Ensure that copies of all generator signed UHWMs are sent to DTSC within 30 days of shipping the hazardous waste. Also provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD). This is a Class II violation.
