The tanks are a 250 -gallon waste oil tank, a 480 -gallon waste oily water tank, and a 480 -gallon waste coolant <br />tank. <br />2. Daily tank inspection records from 12/20/2017 through 11/30/2018, 1/1/2019 through 11/30/2019, and <br />12/19/2019, were missing for each hazardous waste tank (see photos IMG 0060, 9907). <br />3. The daily tank inspection records from 12/1/2018 through 12/31/2018 did not identify which tank(s) had <br />equipment or materials blocking access to the tank(s), and which tank(s) had the gauges, pump, and/or automatic <br />shut off not working properly. <br />REGULATION GUIDANCE: <br />(a) The owner or operator shall inspect, where present, at least once each operating day: <br />(1) overfill/spill control equipment (e.g., waste -feed cutoff systems, bypass systems, and drainage systems) to <br />ensure that it is in good working order; <br />(2) the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br />(3) data gathered from monitoring equipment and leak -detection equipment, (e.g., pressure and temperature <br />gauges, monitoring wells) to ensure that the tank system is being operated according to its design; <br />(4) the construction materials and the area immediately surrounding the externally accessible portion of the tank <br />system including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous <br />waste (e.g., wet spots, dead vegetation); and <br />(5) for uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br />(c) The owner or operator shall document in the operating record of the facility an inspection of those items in <br />subsection (a) of this section. <br />CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br />inspections.
