OBSERVATION: The facility has hazardous waste tanks but does not have three years of complete daily tank inspection records. 1. The tanks are a 250 -gallon waste oil tank, a 480 -gallon waste oily water tank, and a 480 -gallon waste coolant tank. 2. Daily tank inspection records from 12/20/2017 through 11/30/2018, 1/1/2019 through 11/30/2019, and 12/19/2019, were missing for each hazardous waste tank (see photos IMG 0060, 9907). 3. The daily tank inspection records from 12/1/2018 through 12/31/2018 did not identify which tank(s) had equipment or materials blocking access to the tank(s), and which tank(s) had the gauges, pump, and/or automatic shut off not working properly. REGULATION GUIDANCE: (a) The owner or operator shall inspect, where present, at least once each operating day: (1) overfill/spill control equipment (e.g., waste -feed cutoff systems, bypass systems, and drainage systems) to ensure that it is in good working order; (2) the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; (3) data gathered from monitoring equipment and leak -detection equipment, (e.g., pressure and temperature gauges, monitoring wells) to ensure that the tank system is being operated according to its design; (4) the construction materials and the area immediately surrounding the externally accessible portion of the tank system including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous waste (e.g., wet spots, dead vegetation); and (5) for uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). (c) The owner or operator shall document in the operating record of the facility an inspection of those items in subsection (a) of this section. CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. This is a repeat violation, Class II.
