A container labeled as Ignitable Aerosols, Flammables and Combustibles, located in the service bay area and <br />storing aerosol cans of carburetor/fuel injector cleaners, was not marked with the name of the generator (see <br />photos IMG 9814, 9828-31). Brett Finch, General Service Tech, marked the name of the generator on the <br />container's hazardous waste label at the time of inspection. <br />2. An open grey tote labeled "Returns Service" and located under a front register, contained a partially filled aerosol <br />can of VHT Flame Proof Primer (IMG 9916, 9918-20). The aerosol can was missing it's actuator/nozzle and was <br />labeled as "Extremely Flammable." It was unclear how long ago the aerosol can had been placed in the "Returns <br />Service" tote. According to the facility's Hazardous Waste Training Guide, posted in the hazardous waste storage <br />area next to the store's break room, items that are partially full and/or are missing the nozzle/cap are identified as <br />waste, and flammable aerosols are identified as Hazardous Waste Aerosols, Flammables, and Combustibles (AF) <br />(IMG 9948-59). At the time of inspection, hazardous waste storage area, located next to the store's break room, <br />had an empty tote designated for Ignitable Flammable (FL) Hazardous Waste. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date. <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Notes: <br />- Violation 102 was added to the inspection report. <br />- Violation 117 and 118 on the checklist were combined into Violation 117 on the inspection report. <br />- Violation 119 on the checklist is now Violation 118 on the inspection report. <br />- Violation 121 on the checklist is now Violation 120 on the inspection report. <br />- Violation 502 was inadvertently marked on the checklist, and has been changed to Violation 512 on the <br />inspection report. <br />- Violation 605 is no longer "corrected on site" (COS) on the inspection report. <br />- The facility generated 22.49 tons of hazardous waste in 2018 and collected 3.84 tons of hazardous waste from <br />the public in 2018. <br />- Bills of Lading paperwork reviewed at the time of inspection indicate that defective merchandise and batteries <br />are being shipped from the facility to the Pep Boys San Bernardino Distribution Center.
