Roadmap for Initial Response <br /> Open your FRP/ICP and IMPLEMENT the PLAN! <br /> Make sure the following recommendations do not conflict with your FRP/ICP. <br /> Some actions below may be completed simultaneously(delegate actions as possible). <br /> ❑ Make Safety the First Priority—above all,guard the safety of yourself, responders and public <br /> ❑ Size up the situation —assess to determine incident magnitude&potential(wind/weather) <br /> ❑ Sound Alarms and Shut-Down Operations as Necessary <br /> ❑ Evacuate as Necessary—consider drivers,contractors, renter/leasee,neighbors&staff <br /> ❑ Activate Necessary Local Help — Fire, Police,EMS&Other Agency's,coordinate access for <br /> responders <br /> ❑ Set-up Hot Zone— Utilize air monitoring if appropriate to ensure employees, responders and <br /> public safety is addressed. <br /> ❑ Alert Neighbors as Necessary— mention ignition sources&contractors <br /> ❑ Determine source, amount & extent of spill -as able,considering your safety <br /> ❑ Secure the Source—as possible,considering HAZWOPER training level/safety" <br /> ❑ Contact the QI —transmit all known facts and potentials&address actions per QI direction <br /> ❑ Assess Hazards of the Spill —flammability,toxicity,environmental <br /> ❑ Activate OSRO(s) — prudent over response,document resources,determine staging area(s),initial <br /> response site,initial booming strategies,get OSRO mobile numbers, keep OSRO appraised <br /> ❑ Implement ICS Organization — IC,Safety Officer,Operations Chief, Logistics Chief(as minimum) <br /> ❑ Activate 2nd Or 3rd Tier Resources —Shell Americas Emergency Management Away Team, <br /> (713-241-2532)(if needed) <br /> ❑ Activate Other Resources — COOPs, LEPC,etc. <br /> ❑ Determine Environmental Sensitive Areas — use FRP/ICP/ACP,consider initial objectives <br /> ❑ Make Required Notifications — NRC, USCG, EPA,State,County,City,Agency,etc.(use Spill <br /> Response Notification form&share this duty) <br /> ❑ Be Prepared for Media Involvement—use Fire Chief,supply Media Hotline(713-241-4544) <br /> ❑ Consolidate Documentation Into ICS-201 — prepare to use in initial incident briefing <br /> ❑ Be Prepared to Form a Unified Command <br /> ❑ Consider Facility and Spill Area Security—coordinate contractor w/local law enforcement <br /> ❑ Monitor for Other Facility Impact—consider all hazards before re-activating any equipment <br /> "Terminal Operators MUST take Defensive Actions ONLY <br /> Revised October 2016 <br />
