Box 2009
Stockton, California 95201 D
Dear Mr. Hunt:
0
The California Military Department acknowledges the presence of soil
contamination where three 5,000 gallon fuel tanks were removed at the Stockton
Army Aviation Support Facility, 2000 Stimson Road, Stockton, California. The
Military Department further pledges to perform a site assessment and complete
all required mitigation.
To expedite the installation of the new 15,000 gallon underground fuel
tank, the Military Department proposes to relocate the tank to an alternative
location identified as Location A on the enclosed plot plan (Enclosure 1) .
This location has been coordinated with the Office of the State Architect,
Delta/Bay Builders, Inc. and the Stockton facility. Two or more soil borings
will be analyzed for contamination prior to installing the tank at this
location. Results of the analyses will be provided to your office.
On March 12, 1990, the Military Department requested $50,000 in federal
funds for a site assessment and site mitigation at this location. The request
to National Guard Bureau is provided at Enclosure 2. Additional information
was transmitted to National Guard Bureau on March 20 (Enclosure 3) . The
Office of the State Architect will contract the site assessment and site
mitigation on behalf of the Military Department. A request for a cost
estimate for the site assessment was transmitted to the Office of the State
Architect on March 23, 1990. The cost estimate will facilitate the transfer
of funds from the Military Department upon receipt. A copy of the request is
provided at Enclosure 4.
The Regional Water Quality Control Board and San Joaquin County
Environmental Health Division will be provided with site assessment work plans
prior to commencement of the assessment. Requested changes will be
incorporated into the work plan.
